Just got an email from the Barack Obama campaign about his speech today on the Iraq War and national security. I'm going to be ecstatic when in November Barack Obama wins, Bob Barr does better than expected and McCain has a smashing loss, but if you're like me you want your Barack Obama speeches with Finnish on the side. Google News doesn't have Finnish yet (and I doubt I would be able to find a complete translation into Finnish this early anyway) so I'm forced to run the machine through the automatic translator.

(In all seriousness though, it's a speech that advocates a much better policy than the one now, and Joe Biden is a very good person to listen to on this subject. He had the most interesting plan for Iraq out of all the candidates during the primaries.)

Plan for Iraq

Earlier in his campaign the most important issue for Biden was the Conflict in Iraq. In November 2006, Biden and Leslie Gelb, President Emeritus of the Council on Foreign Relations, released a comprehensive strategy to end sectarian violence in Iraq. Rather than continuing the present approach or withdrawing, the plan calls for "a third way": federalizing Iraq and giving Kurds, Shiites, and Sunnis "breathing room" in their own regions. With public approval of the handling of the conflict decreasing considerably since the invasion in 2003, Biden believed this plan would have helped his campaign among the electorate had he been nominated. The key points included:

1. Giving Iraq's major groups a measure of autonomy in their own regions. A central government would be left in charge of interests such as defending the borders and distributing oil revenues.
2. Guaranteeing Sunnis — who have no oil rights — a proportionate share of oil revenue and reintegrating those who have not fought against Coalition forces.
3. Increase, not end, reconstruction assistance but insist that Arab Gulf states fund it and tie it to the creation of a jobs program and to the protection of minority rights.
4. Initiate a diplomatic offensive to enlist the support of the major powers and neighboring countries for a political settlement in Iraq and create an Oversight Contact Group to enforce regional commitments.
5. Begin the phased redeployment of U.S. forces in 2007 and withdraw most of them by 2008, leaving a small follow-on force for security and policing actions. The plan named as The Biden-Brownback Resolution passed on the Senate floor 75-23 on September 25th, 2007, including 26 Republican votes.

At some point, a judgment must be made. Iraq is not going to be a perfect place, and we don't have unlimited resources to try to make it one. That's why we'll build a new partnership to roll back the trafficking of drugs, and guns, and gangs in the Americas. That's what we can do if we are ready to engage the world.

This must be the moment when we answer the call of history. None of this will be easy, but we have faced great odds before. When General Marshall first spoke about the plan that would bear his name, the rubble of Berlin had not yet been built into a wall. But Marshall knew that even the fiercest of adversaries could forge bonds of friendship founded in freedom. He had the confidence to know that the purpose and pragmatism of the American people could outlast any foe. Today, the dangers and divisions that came with the dawn of the Cold War have receded. Now, the defeat of the threats of the past has been replaced by the transnational threats of today. We know what is needed. We know what can best be done. We know what must done. Now it falls to us to act with the same sense of purpose and pragmatism as an earlier generation, to join with friends and partners to lead the world anew.
