This is part 3 of 3, but I just realized that part 3 picks up a bit suddenly so I'm including the last two bits from part 2 without which it's not clear that we're talking about the ex-president.

As opposed to its neighbours that were also part of the U.S.S.R., Turkmenistan has never given democracy a try.
Niyazov seçimleri gözlemeleri için Avrupalı gözlemcileri ülkeye davet etmedi, medyanın özgürlüğü üzerine nutuklar atmadı ya da kendisini dünyanın tek bir süpergücüyle müttefik olmaya zorlamadı.
Niyazov didn't invite European observers to the country to observe elections, he gave no speeches on freedom of the media, and didn't feel the necessity to ally himself with the world's only superpower either.

He pulled his own iron curtain tight around the natural gas riches in the country and pulled it away from the outside world.

Yabancılara hep derin bir şüpheyle yaklaştı, Sovyet tarzı güvenlik sistemini modernize etti, ekonomiyi sübvanse etti ve Lenin'in heykellerinin yerine kendininkileri dikti.
He approached foreigners with an entirely deep suspicion, modernized the Soviet-style security system, subsidized the economy and put his own statues in place of those of Lenin.

Ama organize suçun kökünü kurutarak ve küçük işletmelerin gelişmesine izin vererek Sovyet sistemini bir şekilde geliştirdi de. Ölümünden bir yıl sonra, Türkmenlerin büyük bölümü siyasi ve basın özgürlüğünün eksikliğine karşın, Niyazov'un çabalarını övgüyle anıyor.
But he also improved the Soviet system in a way while taking out the roots of organized crime and giving permission for small business enterprises. One year after his death, in spite of the large-scale lack of political and press freedoms, the Turkmen people remember Niyazov's efforts with praise.

Ruhname kitabı

Okullarda onun yazdığı Ruhname isimli kitabın okutulması hakkında? ABD'de eğitim görmüş 20 yaşındaki Irina'ya sordum bunu.

What about having Ruhnama, the book he wrote, read in schools? I asked Irina, a woman of 20 years of age that had been educated in the US about this.

Omuzlarını silkti. Eee, ne olmuş yani? Ne var bunda?

She shook her shoulders. Hmm, so what? What's the big deal there?

"Buna tarihin bir parçası gözüyle bakıyoruz. Benim anne-babam Lenin'in, Marx'ın yazdığı birçok kitabı okumuş. Benim de tek bir kitabı, Ruhname'yi okumam gerekti."
"We look at this as a part of our history. My mom and dad read a lot of books by Lenin and Marx. For me the only book required to read was Ruhnama."

Buradaki birçok kişi gibi, o da Türkmenistan'ın yeni cumhurbaşkanıyla birlikte yavaş yavaş değişmesinden memnun olduğunu söylüyor.

Just like a lot of people here, she also says that she's happy with the slow changes along with Turkmenistan's new president.

Niyazov'un halefi, ülkenin eski sağlık bakanı. Batı dünyası için aradaki tek fark, telaffuzu neredeyse imkânsız olan ismi... Kurbankulu Berdimuhammedov...
Niyazov's successor is the country's old minister of health. For the western world the only difference there is the name almost impossible to pronounce...Gurbanguly Berdimuhammedow...

(Note: his full name is Gurbanguly Mälikgulyýewiç Berdimuhammedow)

Ancak Aşkabat'taki bazı diplomatlara göre, yeni cumhurbaşkanı bir vizyon adamı. Selefinin hatalarını yavaş yavaş ve büyük bir dikkatle tamir etmeye çalışıyor.
But according to some diplomats in Ashgabat, the new president is a man of vision. He's working slowly and with great care to repair the mistakes made by his predecessor.

Bazı tasvip edilmeyen kararları geri döndürdü bile: Mesela kırsal kesimlerdeki kütüphaneler ve hastaneler yeniden açıldı, internet üzerindeki yasak kaldırıldı ve çocuklar artık yabancı dil öğrenmeleri ve ülke dışında eğitim görmeleri için teşvik ediliyor.
He has even reversed some unapproved decisions: For example rural libraries and hospitals have been reopened, the ban on the internet has been lifted and children are now encouraged to learn foreign languages and to receive education abroad.

Türkmenistan için bunlar devrim niteliğinde değişimler. Ancak, ülkenin batı tarzı bir demokrasiyi kucaklamaya hazırlandığı anlamına gelmiyorlar.
For Turkmenistan these are revolutionary changes. However, that doesn't mean that the country has been readied to embrace western-style democracy.

Cumhurbaşkanı Berdimuhammedov belki ülkeyi dışarı açmak istiyor olabilir ama Sovyet tarzı otokrasiyi de sağlam tutmaya söz verdi. Zaten, buradaki pek çok kimse de bunu istiyor gibi görünüyor.

It's possible that President Berdimuhammedow wants to open the country to the outside, but he's also given his promise to keep the Soviet-style autocracy strong. At any rate, it looks like a lot of people here want that too.
