Active diplomacy already going on between the Obama Administration and Iran

Here's an image that turns up when you search for the term "mutual respect" (احترام متقابل) in Persian.

For a fairly detailed look at what is going on behind the scenes between the U.S. and Iran, see this article from Foreign Policy. The part near the end is probably the most interesting:

"I am seeing actions that seem to be really quite different," says Trita Parsi, president of the National Iranian American Council, a Washington group that promotes U.S. engagement with Iran. "Obama was not president for even 20 minutes when he said ‘mutual respect.' That is an Iranian buzz word. No one in the Middle East uses that more than Iran."

"By [Obama] speaking directly to the Iranian leadership and the Iranian people the way he has," says Joseph Cirincione, president of the Ploughshares Fund, "and the way he may be answering Ahmadinejad's letter, it presents his views unfiltered and it shows his respect for the Iranian nation. That's very important."

Meanwhile, the diplomatic calendar marches on. Most immediately, the Obama administration will send a representative, most likely Undersecretary of State for Political Affairs William J. Burns, to next week's meeting in Berlin of the group of U.N. Security Council permanent five members plus Germany. The P5+1, as it's known, has been the nucleus of recent international efforts to pressure Iran to abandon its uranium enrichment program in exchange for fuller international recognition and engagement and other incentives.

"If I were doing the negotiations [for the U.S. government], I would really press at a principals meeting [about] whether at the end of the day, we are going to accept" if Iran can enrich uranium to low grade or not, says former ambassador-at-large Robert Gallucci, now president of the Georgetown School of Foreign Service. "I don't think we have enough folks to [make a determination] actually yet in place" -- not just assistant secretaries, but the principals, and deputies.

The word for mutual respect seems to be this: ehtehâm-e-moghâbel (احترام متقابل); you can see it in this article for example from Obama's inauguration. A Google image search shows it to be used in the same way in English as the first image shows a happy couple staring at each other in bed, implying mutual love and respect, and the fourth image shows Ahmadinejad and George Bush on the cover of time, showing that it applies to mutual respect in terms of diplomacy as well.

There's actually a rationale behind a Buddhist temple here taking a political position, because: Israel has a large number of allies within the GOP --> the current president of Korea is a Christian big business kind of guy that would probably be a GOP member if he was American --> plus he and the Buddhist community don't get along with each other very well at all. That makes it a pretty safe bet that the Jogye Buddhist Order here is not going to be a fan of anything that reminds them of the current president.

Which language is easier, French or Spanish? ...they're about the same

There's a pretty interesting article here on about.com that goes over the two languages and concludes that the two languages are generally about the same in terms of difficulty for an English speaker, and I agree with the conclusion. Basically it says that:

Spanish is easier to read and pronounce at the beginning, French not so much
French has easier conjugation and uses pronouns in a manner more similar to English, Spanish drops pronouns all the time and has more complex conjugation (although French has more irregular verbs)

and then some more about syntax. I would also add the following:

French vocabulary is closer to English vocabulary to the extent that sometimes you can get away with taking an English word, pronouncing it in a kind of French manner and get away with it. Consider words like response (fr réponse, es respuesta), government (fr gouvernement, es gobierno), plateau (fr plateau, es meseta), and grammar (fr grammaire, es gramática).
Depending on your situation, you can find some pretty nice government support if you want to learn French: "Immigrants who have been accepted into Quebec will now be able to take free French courses before they leave their home country. The French course seeks to familiarize immigrants with "Quebec values and culture" by focusing on employment, education, public services and life in a democracy.
Once they arrive in Quebec, the government will ask immigrants to attend a seminar called: "How to live in Quebec." The course will be given in several languages to accommodate the 35 per cent of immigrants who don't know French when they arrive." <-- and this is just one example.
Pronoun case usage in French is more similar to English: "Who, me?" --> "Qui, moi?" vs. "¿Quién, yo?" and "For you" --> "Pour vous" vs. "Para vos" (not vosotros).

But really, the two languages are just about the same in terms of difficulty so anyone considering whether to learn one or the other should really just make the choice based on personal preference alone. Which one would you like to see yourself fluent in? Think about the countries they are used in and which ones you would prefer to spend a large amount of time in. That should be the only criterion for making the choice with two languages as (relatively) easy to learn as French and Spanish.

I have a really old Swedish textbook in my house from 1947, with a section near the end with a nice cheerful news broadcast on the ongoing war for the student to translate. Given that Russian troops are near Riga that means it's late 1944, I think. Here it is:

It's evening here in Asia right now and Venus and the Moon are pretty much right next to each other, as in the image above, so for those further to the west make sure to look up at the sky tonight as soon as the Sun goes down. Venus is pretty high up in the evening sky right now so you can wait an hour or two after sunset and still see it pretty well in the west.

Venus is going to continue to rise in the evening sky until about February 13th, after which it'll start to fall pretty fast and though there'll be another close encounter in the evening sky on February 27/28, the month after that Venus will already have dropped down out of sight, after which it'll eventually be visible in the morning before the Sun rises.

After a day of frantic maneuvering to lock up the final votes, the House of Representatives narrowly approved President Clinton's five-year economic plan tonight, putting him on the verge of the most important victory of his young Presidency. The vote, in doubt until the final gavel, was 218 to 216. All 175 Republicans voted against the measure, but they were joined by only 41 Democrats.	A nearly $820 billion stimulus package passed the House of Representatives Wednesday without a single Republican vote. The bill now moves to the Senate, where it stands a better chance of picking up at least a modicum of bipartisan support. Approval of the bill is a victory for President Barack Obama and comes only eight days after his inauguration -- the swiftest passage of such a massive package in American history. The vote was 244-188, with 11 Democrats crossing party lines and opposing the measure.
To win a few votes from conservative Democrats, for example, they announced tonight that additional steps would be taken this fall to restrain, or at least appear to restrain, Government spending.	Obama also persuaded House Democrats to remove provisions related to family-planning from the stimulus and -- over the objections of many Democrats -- inserted large tax cuts for businesses that Republicans wanted. None of it was enough.
Republicans said their opposition was not a matter of partisanship but of principle. "This debate defines the difference between Republicans and Democrats," said Representative Dick Armey, Republican of Texas. "Democrats believe prosperity comes from bigger Government. Republicans know it comes from ordinary people acting on behalf of themselves and their families."	Cantor said that Republicans objected to what they saw as excess spending in the bill. "I think we demonstrated here that the kind of bill they put together without any input from us was not a stimulus bill. You can call it a safety net bill, a relief bill. It was a spending bill," he said. ... Ultimately, though, Cantor said the emphasis should be on cutting taxes, rejecting the Keynesian theory that when private sector investment recedes, the government must step in and be the employer and investor of last resort. "Keynesian economics doesn't hold a candle to the entrepreneurship that made this economy so prosperous up until the last six months," said Cantor.
The President's plan is not perfect, said the Speaker of the House, Thomas S. Foley of Washington. But, he continued, "it is a critical beginning on that difficult road back."	With unemployment at its highest level in a quarter-century, the banking industry wobbling despite the infusion of staggering sums of bailout money and states struggling with budget crises, Democrats said the legislation was desperately needed.

The failure to win Republican support in the House seemed to echo the early months of the last Democratic administration, when President Bill Clinton in 1993 had to rely solely on Democrats to win passage of a deficit-reduction bill that was a signature element of his presidency.

Where can one listen to the Occitan language online?

Here's one place, a radio station called Radio Lenga d'Oc. Just click on the play button on the top right where it says En dirècte. A lot of the time it'll just be music though so you might have to wait a while to hear somebody talking.

Apparently it started broadcasting in FM in 1999, and it's based in Montpellier, or should I say Montpelhièr.

From that site you can click on ligans (links) and then media to see other radio stations that might be worth listening to.

Another bad translation from Italian? Check / monitor vs. control

Olivier wrote the following in a comment on an article on Mars the other day:

For those that don't know Occidental, he wrote that at the end of the 19th century the Italian astronomy Schiaparelli wrote that he saw "canali" on Mars, but that in Italian a "canale" can be artificial as well as natural. However, when translated into other languages they assumed it referred to articifial canals from which the idea that Mars had canals came for quite some time until it was confirmed that these canals didn't exist, when it was really just a bad translation and nobody suggested that they existed in the first place.

Controlled by the IAEA, hmm? I haven't see the original but I bet what it means to say is monitored, which is controlar in Occidental and in similar form in Romance languages too. Control in English would imply direct control, meaning that the IAEA is in charge of everything regarding these nuclear activities, which clearly isn't the case.

Planet HD80606b has climate where temperatures vary by 555 degrees C in six hours

Oh good, another weird planet. Actually it's not a newly discovered planet but this new information shows it to be odd enough that there's a fair bit of news on it which is good. Here's what makes it interesting:

Within six hours, temperatures on the gas giant can soar by more than 555 degrees C.

The intense baking triggers shock-wave storms that whip around the planet quicker than the speed of sound, carrying with them skyrocketing heat and high-speed winds.

What makes this happen is its exceptionally elongated orbit:

HD 80606b's orbit around its host star — it's year — is 111.4 Earth-days long. Its day — one rotation about its axis — is thought to last about 34 hours (though the scientists don't measure this value directly). The interesting thing is that its orbit is very elongated, the most eccentric of any known planet.

The giant planet spends most of its year at relatively comfortable distances that would place it between Venus and Earth in our own solar system. But for just a fraction of one day each year, the planet swings to within 0.03 astronomical units (AU) of its star. (One AU is the average distance between the Earth and sun.)

"If you could float above the clouds of this planet, you'd see its sun growing larger and larger at faster and faster rates, increasing in brightness by almost a factor of 1,000," said Gregory Laughlin, an astrophysicist at the University of California, Santa Cruz.

The team found that in just six hours, the planet's temperature rose from 527 to 1,227 degrees C. At its closest approach, the planet receives 825 times more irradiation than it does at its farthest point from the star.

Edit: I was going to post the link to this article, but it doesn't even specify whether the degrees it's referring to are Celsius or Fahrenheit which is annoying. Nothing on the page except perhaps the .com in the address gives any hint as to whether it's written for American or other audiences.

Why the world (or at least the Internet) loves Mark Gormley

If you're not a regular on sites such as reddit.com you might not know about a certain musician located in Pensacola, Florida, that goes by the name of Mark Gormley. Nine days ago there was a thread on Reddit that received over 900 votes that you can see here; the title is SO INTENSE JUST SOOOO FUCKING INTENSE.

So what's that about? Well, it's this video:

You'll notice that the thread on Reddit was submitted to the WTF subreddit, where as the name implies, every link is something that made the submitter think...WTF is this? And to be sure, that's the first reaction one has when seeing the video. It starts out with a guy claiming that the upcoming video is super intense, when it turns out to be a video with a background that looks like something you'd see in a karaoke / norae-bang room in Japan or Korea, sung by a guy that looks like a math teacher or maybe an astronomer (note the observatory and moonbase background later in the video).

That's not the whole of it, however, which is where the sudden popularity behind this video and others lies. Taking a look at the comments you can see the following among the standard "WTF is this a joke?" comments:

I've never had such a huge disconnect between what someone looks like and what they sound like. I don't particularly care for that falsetto, it kind of sounds like what you'd hear on a bad American Idol audition. But the songwriting isn't half bad at all, really. With a better singer and better production it could be a pretty good song. My mind is reeling.

I started out laughing at stupid video edits, but the song was actually pretty awesome. Way better than the bad music we get on alternative radio these days.

I actually quite enjoyed that song. His vocals are quite good and song, tho low quality of performance, is quite nice aswell. He should sign some indy or whatever label :)

Oh and he has a lot of courage to participate in such videos :)

...and so on. The first comment though is the most telling: it's the huge disconnect between the appearance of the singer and the video and the fact that the music is actually not that bad that people just can't get over. And in fact, some of his other songs are even better:

Mark Gormley is the exact opposite of what we're used to in music and entertainment, and this doesn't occur in just one country either. Take a look at the actors for a drama currently on air here in Korea for example:

Two questions: taking a look at the characters' faces alone, which one do you think is:

1) The evil president of the modeling agency that only cares about money?
2) The kind-hearted but kind of goofy reporter that serves as a kind of sidekick to the main characters?

...

Now for the answers:

1) The evil president is the guy on the left, third from the top. That's right, he's the chubbiest and least good-looking guy of the bunch so of course that makes him evil. Plus you know it's not the one just above him because that one isn't wearing a suit.
2) The kind-hearted but goofy reporter is on the top left. Of course the goofy character has glasses, but the other guy with real glasses on the left doesn't look goofy enough, so of course he's not the goofy one.

You could probably conduct tests like this with maybe about 80% accuracy for most tv shows and movies, because that's what we're used to.

Mark Gormley blows these preconceptions out of the water though, and that's what makes him so popular. He doesn't look the part at all; no one would ever guess as they walk by him on the street that he's a pretty good songwriter that has been writing and playing music since the 70s. On top of that, it's been about a decade and a half since the Internet first took off, and the population using it is now much older than it used to be, and there are probably a lot of people out there that identify pretty strongly with Mark Gormley; people that played in a band or wanted to, finished university, got a regular job, now don't look like someone that plays music or writes poetry or anything else but still hasn't changed on the inside no matter how much time has passed since then, and the fact that Mark Gormley just up and created a few videos for the music he wrote regardless of what anyone might think a musician or a video is supposed to look like is pretty amazing.

I think user robeph on Reddit.com summed it up the best, so I'll close with his comment:

You know. While I understand he's an internet celebrity, not unlike that chocolate rain guy, I actually like the music, its weird. I mean Beginings and Gray Days are awesome. I'm not sure I like little wings, it sounds like something from Tiny Tim. But everything else he's done is campy goodness. Since I hate the music industry and this guy is on his own, I'm going to buy one of his CDs.

I think most of all, I like seeing him all happy, just some old guy whos hobby turned into a small bit of happiness in his age. That's what life is made of there.

Dyslexia and Turkish / Disleksi ve Türkçe

I'm looking for some information on whether a phonetic language like Turkish is easier on those with dyslexia and have asked on the Turkish Wikipedia here:

Edit: his resume says (thanks to Google; I don't know any Russian besides the script) he spent four years in Ankara from 1990 to 1994 working at the Russian embassy there, and was the first then second secretary at the embassy from 1996 to 2000.

I don't know anything about him but I bet after his current service is over he goes back there to retire.

Ahmadinejad can't stop talking about George Bush

I'm sure a lot of people have seen this article here or others like it on Ahmadinejad's speech today demanding that President Obama first apologize for the United States under George Bush. I'm not expert on Iranian internal politics but this type of behavior is obvious in any country: a leader that has had a drum to beat on for so long that even once it's taken away the motion still remains the same. At the same time the problems within Iran are economic: inflation and a sudden drop in oil prices, and here the president is going on about George Bush. I'm still learning Persian so I can't analyze what he actually said accurately, but this article has nine mentions of the word Bush.

It looks like the situation is ripe for a new president: bad economy - check, different world situation than when first elected - check, talking about non-pocketbook issues that average people don't care about - check.

Also, two notes about apologies:

1) Barack Obama's election itself was a refutation of George Bush's policies, and that alone is much more substantial than any apology would be. Plus:
2) Apologies don't happen between nations until they have achieved a certain level of amenity. I could see in the far future where the US and Iran are best of friends a series of apologies to one another - sorry about shooting your plane down, sorry about kidnapping your embassy staff, sorry about keeping ships so close to your country all the time then, sorry about supplying weapons to your enemies, etc. etc. But you never *begin* basic relationships with an apology. It just doesn't happen that way.

On the other hand, lest you think President Obama's more subtle approach to international diplomacy will fail to produce results, here's an article from today proving that wrong: Russia is scrapping the plan to deploy nuclear-capable missiles in Kalingrad while the Obama administration is reconsidering (that probably means scrapping) the deployment of missile interceptors and radar bases in Poland and the Czech Republic. Every nation requires a different approach.

Saturn's moon Enceladus, probably the second most interesting moon in the system after Titan. Enceladus has a very young surface, cryovolcanism, and maybe a subsurface ocean.

A 7-year extension of Cassini's mission? DO IT. Saturn's not the easiest target to send a probe to and there's no telling when there will be another mission there (although Titan and Enceladus make it a pretty high priority so another one would happen eventually). Just like the rover mission on Mars, once a mission has gone through the most expensive part (building the craft and launching it), the rest just requires maintenance and that's definitely a good return on investment considering the volume of science that comes out of a mission like this.

Funding for the Cassini program is scheduled to end Sept. 30, 2010. However, the spacecraft remains in good shape and could continue to return valuable data for years to come, scientists say, provided NASA approves the necessary funding to extend Cassini's tour. Mission officials are preparing to present their case for a seven-year extension to NASA headquarters next month.

"The things that is magic about seven more years is that Saturn will reach its northern hemisphere's summer solstice," said Robert Mitchell, Cassini program manager at the Jet Propulsion Laboratory in Pasadena, Calif. "When we arrived in June 2004, it was a little ways past the southern hemisphere's summer solstice. If we could go seven more years, we would see nearly half of Saturn's orbit."

By monitoring Saturn during half of its 29-year trip around the sun, scientists hope to study the effect of seasonal changes on Saturn, its rings, and its moons Titan and Enceladus. Saturn's orbit is tilted 27 degrees relative to its equator. Just as it does on Earth, that tilt creates distinct seasons for different areas of the planet.

If the Cassini mission continues beyond 2010, scientists want to observe seasonal changes around Titan's lakes of methane and Enceladus' south pole where vents spew ice crystals and water vapor, according to Carolyn Porco, Cassini imaging team leader for the Space Science Institute in Boulder, Colo.

The current mission costs only about $80 million a year, and the extended mission would even be somewhat less expensive than that:

Any Cassini mission that extends beyond 2010 would include fewer scientific investigations and operate at a much lower cost than the current program. Initially, program officials hoped to plan an extended mission that would cost $40 million per year, or half the current funding level. "We concluded that wasn't quite enough to operate the spacecraft, keep it on track and conduct worthwhile science," Mitchell said.

As one might expect, almost all the comments below the article on space.com are also in support of extending the mission.

New study indicates that the best way to learn a language is simply to listen to it

Deutsche Welle's Radio D - super inane but great for listening to and reading along with a large variety of languages, even including relatively rare ones like Bulgarian.

Many of us that have spent a great deal of time learning languages will not find this a surprise, but a new study is out suggesting that listening to a language is the best way to learn it, even if you don't understand what you are hearing.

"However crazy it might sound, just listening to the language, even though you don't understand it, is critical. A lot of language teachers may not accept that," he says.

"Our ability to learn new words is directly related to how often we have been exposed to the particular combinations of the sounds which make up the words. If you want to learn Spanish, for example, frequently listening to a Spanish language radio station on the internet will dramatically boost your ability to pick up the language and learn new words."

This is very true. I would add though that there is a big difference between active and passive listening, and passive listening should only happen when you have no other choice. Say for example if you are at work and your job is to do data entry; in this case listening passively to a broadcast in the language you are studying is better than not listening at all, but ideally you will want to find a way to concentrate on the sounds of the language itself without any distractions.

As a news junkie, I find the best way to concentrate on the sounds of a language I'm studying is to listen to the news in the language, as the broadcast is then definitely something that I want to understand for the information contained within the broadcast in addition to the language itself. When learning to write a language as well it's best to find something to listen to as you follow along.

Some more from the article on why listening is so effective:

'When we are trying to learn new foreign words we are faced with sounds for which we may have absolutely no neural representation. A student trying to learn a foreign language may have few pre-existing neural structures to build on in order to remember the words.'

Sulzberger looked for ways people could develop these structures to make the learning process easier. His finding was simple: extensive exposure to the language, something made easier by globalisation and new technology, said a Victoria release.

Perhaps IALs should also concentrate a bit more on spoken content. I eventually intend to create a few spoken Occidental recordings or videos but am still thinking over what I want them to be about.

One last note on the subject: it's often fairly easy to tell the difference between a person that has spent a lot of time simply studying grammar on their own and perhaps some reading, and a person that has listened to a great deal of the target language, as the former will constantly be forming sentences within his head as he speaks, often correct, but sometimes pretty awkward if the construction isn't something often used in the target language (saying something like "I feel depression due to excess cold of today") whereas someone that has heard a lot of the target language will often just imitate or only slightly modify oft-used expressions, resulting in a more natural kind of speech ("I hate it when it's this cold").

The first steps in a language turning into a pidgin

We're having a nice debate over at the forum at britishexpats.com right now about a post of mine two days ago about why I don't believe English will be, or should be the world's second language, and I've written something that I should probably include here as well because it details a process that isn't seen all that much outside of countries that use English as an official or native language - the process by which a language used by L2 speakers alone can morph into something else in a fairly short period of time without a native speaker present.

Well, the way it works is this: if there is a native speaker always on hand to make sure that the English usage is mostly up to par, then the mistakes are going to remain pretty minor. The native speaker's influence usually prevents any real degradation from happening. What's interesting though is when you have a situation with a large group of nations interacting in English but without any native speakers present. Imagine for example that this is the subject:

"The following was revealed under the court and criminality studies of bones, held on January 24-26 of 2009 with participation of the scientists of the National Academy of Science and leading specialists of the medical expertise and pathological anatomy of the Azerbaijani Health Ministry..."

so the subject is this so-called "criminality studies of bones" (it's a meeting of forensic scientists, we'll say). None of the people there are native speakers so they all pick up on this sort of terminology, and now they're talking about and exchanging information on the subject, using terms like the above, along with "residuals of people" instead of "remains", now the word "damage" is being used as a countable noun - "numerous damages" instead of "much damage" - and all the rest...but they're still getting the information they need and the conference is a success.

Now let's say you're the only native speaker at this conference, and you're being asked a question about the "criminality studies of bones". Do you decide to correct the speaker and everybody else, effectively turning a conference on forensics into a grammar class, or do you just go along with it and answer the question even though it's grammatically incorrect? This is the pressure I'm talking about that comes with being a native speaker in the extreme minority, and it's worlds apart from simply encountering a different type of English in another country like the US or Australia. The difference is that in this conference they have kind of seized onto these terms because they look correct and it's the term they've decided to use at the moment to convey the information they need, whereas in a country that uses English as an L1 the terms used are known by everyone that knows the language. That is, if you ask anyone in Canada what Saran Wrap is they'll all give you the same answer, but if you ask a group of L2 speakers about whether a certain term is correct or not they won't all respond in the same way, because they're not sure.

There are quite a few non-linguistic threads there as well that I find interesting, such as one on whether North East Calgary is a safe place to live or not by someone planning to move there. The short answer to that is that the city is pretty safe overall but certain neighborhoods just aren't very good places to live, and that you can't tell by quadrant alone. New inhabitants of the city should always live either downtown, Kensington, or close to a C-Train station, preferably in the NW or SW.

Also on the subject of Icelandic, I just noticed a fairly large collection (thirty in total) of videos on the basics of Icelandic that you can find here. They're just based on a simple English - repeat twice - English - repeat twice format, but content on Icelandic is pretty rare so they're a good place to start. The second part of the repetition is especially important because without the slower speed it can sound like certain letters are silent when they're actually just pronounced very lightly, like ð at the end of a word.

An interesting article today on the Globe and Mail tells of increased interest from people in Iceland on the possibility of moving to Gimli, Manitoba, which is the largest Icelandic settlement outside of Iceland itself. First some info on the town itself from Wikipedia:

Gimli is a rural municipality and the town of the same name located within it in south-central Manitoba, Canada. It is located on the western shore of Lake Winnipeg, about seventy-five kilometres north of the provincial capital Winnipeg, and close to the small town of Fraserwood. The town (population 5,797 Statistics Canada 2006 census) and surrounding area constitute an Icelandic ethnic block settlement, and are home to the largest Icelandic Canadian population outside of Iceland, a fact which gives the town its nickname "The Capital of New Iceland."

Seems like an okay location for an Icelandic immigrant wanting to move to Canada, and an increased Icelandic presence can only be good for keeping the language alive there. The article in the Globe and Mail has the following:

If it's some place like home that Icelandic migrants seek, this is it. While the saucer-flat fields and calm lakefront might not look like the island nation's volcanic cones and craggy fjords, it is one of the few places in North America where you're as likely to hear góðan dag as good day.

The farmland 80 kilometres north of Winnipeg first beckoned Icelanders in 1875. A downturn in fishing and sheep farming drove thousands here by 1915. After a few brutal winters that sent some fleeing to the Dakotas, the new settlers learned to farm wheat instead of sheep and fish pickerel instead of cod, embracing the area to such a degree that they named this town after the mythical paradise of the gods from Norse mythology.

The immigrant pipeline dried up in 1915, but the Icelandic influence did not, evident in a towering Viking statue along the waterfront, an Icelandic-only tea at a local café and a constant procession of Icelandic dignitaries, including Geir Haarde, the Icelandic Prime Minister whose resignation brought down the government Monday.

So far, few new Icelandic newcomers have been spotted around town aside from a pair of architects looking for work and a recently laid-off newspaperman.

For Icelanders wanting to move to Alberta however, there's also the possibility of going to the hamlet of Markerville in Alberta, pretty close to Red Deer, the mid-sized city located in between Calgary and Edmonton. The hamlet is so small that it doesn't even have its own Wikipedia page but I've visited there in person and there's a small Icelandic school, church, butter creamery and museum. I'd love to see some more activity there.

(President of Gazprom) Miller in a statement to journalists said that they had come to an agreement on preparations for a new natural gas pipeline which would run parallel to the currently active "Central Asia-Centre" pipeline between the two countries, and spoke of the project's financial scope and period.

Have the Canadian Liberals backed themselves into a corner?

Over the past few days there have been daily reports on the new spending we're going to see in the next Canadian budget, to be tabled on Tuesday. Today there is a report on $7 billion extra to be spent on infrastructure:

The federal government plans to spend at least $7 billion on new infrastructure projects in an effort to boost the sagging economy, Transport Minister John Baird said Monday.

The measures will be included in Tuesday's federal budget, Baird told a news conference in Ottawa.

While he didn't provide any further details, Baird did offer the following breakdown of how the money will be spent over the next two years:

$4 billion for an infrastructure stimulus fund to help provinces, territories and municipalities.
$2 billion for repairs and construction of colleges and universities.
$1 billion for sustainable green infrastructure projects.

Now, the whole reason presented for the attempted coalition late last year comprised of the Liberals, the NDP and the Bloc was addressing the economic crisis; in fact the title of the accord is:

An Accord on a Cooperative Government to Address the Present Economic Crisis

And the other document published by the coalition lays out details of the coalition's economic policy, including the following:

Economic Stimulus Package

The top priority of the new Government is an economic stimulus package designed to boost the domestic economy beginning with (but not limited to):

• Accelerating existing infrastructure funding and substantial new investments, including municipal and inter-provincial projects (such as transit, clean energy, water, corridors and gateways). This would include addressing the urgent infrastructure needs of First Nations, Métis and Inuit;
• Housing construction and retrofitting; and
• Investing in key sector strategies (like manufacturing, forestry and automotive) designed to create and save jobs, with any aid contingent on a plan to transform these industries and return them to profitability and sustainability.

With the emergence of this coalition and the demand for a large stimulus package, that means that the Conservative government has been given a huge amount of leeway for a ton of new spending, and the only issue I can see that would be worth going to an election over would be whether the Conservatives are trying to bring about too many tax cuts. If they don't overstretch their hand there then an attempt to take control of government through a vote of non-confidence plus a request to the Governor-General or an election would be based on minutiae such as "we proposed more funds for retrofitting houses while they are going to spend more than we wanted on repairing universities and colleges" or something of the sort.

Add to that the fact that the Liberal Party still doesn't have all that much cash and it's hard to see what choices are available to them at the moment. Ignatieff also hasn't clarified whether he would be in favour of working with a coalition, which limits his options; either he:

1) Works with the opposition to bring down the government and ask to become Prime Minister, a bit of a risky strategy, or
2) Votes against the budget, says he's not for the coalition and an election is called, then has to fight a battle on two fronts by both explaining why he rejected the coalition and why Canadians should vote Liberal this time around, or
3) Votes with the budget, finds a reason to not support the coalition, and then spends the next while making himself better known to the public, raises funds for the party, looks for an opportunity another day.

My guess is that he'll go with option 3.

In the meantime the Conservatives are expected to spend and spend big this time around, and that's a pretty easy order to carry out. The approach they will likely go with will be tame but confident - that they're focused on a non-partisan budget with no surprises, but that they're willing to head into another election if necessary.

It's not going to be on the same level as English however (not yet that is), as apparently students will only go on to Spanish if they already know English and have some aptitude in foreign languages.
