Seems to be right here - a PDF and sound files made specifically by the government for immigrants living there. Another site also written in French for students of Luxembourgish can be seen here. Any others worth mentioning?
Icelandic is another good example of a language with a few hundred thousand that also has a nice centralized area to learn the language, which IMO is crucial for a language of that size. It's the same principle behind www.lernu.net for Esperanto which is the one site that all new students get directed to. Frisian (for example), as far as I know, doesn't have anything like this.
